Council Meetings 1902

25th April 1902 Penzance Chess Club (Penzance YMCA)

Present
Prebendary Hedgeland was voted to the chair.
The following were present:-
  • Messrs. R. Davy, S. Y. Williams and C. Staples, Mrs Julyan, Dr. Carlyon, Messrs. Butlin, G. Poole, C. Trethewy, Prettejohn, W. E. Grenfell, A. W. Mewton, F. R. Pascoe and P. J. Dancer
Motion
After some discussion as to the utility of having a County association, it was proposed by Mr. R. Davy and seconded by Mr. C. Staples:-
  • "That the Penzance club be affiliated to the County Association"
Carried unanimously.
Any Other Business
It was suggested that cards might be printed containing a list of officers and rules, instead of books.
A vote of thanks was moved to the Chairman and a match Penzance v Truro was played, the County Secretary ating as adjudicator.

The following were present:-

Minutes
The minutes of the last meeting were read and passed.
Secretary's Report
Mr. Dancer read letters from Lord St. Levan, A. Strauss Esq. and Dr. Clark as to their becoming President and Vice-Presidents respectively after which the Secretary presented his Report as to the progress of the Association since the date of foundation which was as follows:-
  • There are now about 150 persons interested in the ssociation of whom 5 are ladies. Of this number 70 have paid their subscriptions. These are at present a President, 4 Vice-Presidents (A. Strauss Esq., F. Marsh Esq., Dr. Carlyon and Professor Clark) and 65 affiliated members. Nine clubs have become affiliated to the Association.
  • The balance sheet to date showed an Income of £6-9-6 and an expenditure of £5-5-6, leaving a balance of £1-4-0 in favour of the Association. The Secretary pointed out that in starting so large an affair the expenditure at irst must necessarily be large and in connection with the clubs at Helston, Penryn and St. Mawes it was particularly so.
The above was adopted
Press
Mr. Dancer proposed that the "Western Daily Mercury" be the recognized organ of the Association. There was some discuussion of this and eventually the subject dropped.
Match v Devon
The proposal that Cornwall play Devon a match was agreed to.
The team to consist of 20 a side with power to add if Devon can bring more.
The date agreed was Friday October 3rd at Truro and Mr. Dancer was nominated by Mr. H. Tonkin and seconded by Mr. S. Williams to captain the team which should be selected from the following:-
  • Messrs. C. Masson Fox, A. Mayne, Preston, Dowswell, Harby (?), Menhenick, Retchford, Tonkin, Hoadley, Knowles, Dr. Carlyon, Messrs. Trethewey, Prettejohn, Pascoe, Newton, Davy, Williams, Preb. Hedgeband, Staples, Dr. Butlin, H. T. Robinson, Chegwidden, Dr. Hardwick, Mead and Dancer.
Tournament
It was suggested that a tournament in connection with the affiliated clubs be arranged and that the winner of such be the Champion Club of the County.
Any Other Business
The Secretary explained that in consequence of the increasing work of the Association he would like an Assistant Secreatary appointed. Mr Newton was accordingly proposed and accepted the post.
A vote of thanks to the Chairman concluded the meeting.
 

21st October 1902 Literary and Scientific Institute, Redruth

Dr. Carlyon (Truro), Captain Hooper (Redruth), Dr. Butlin (Camborne), Captain Angove (Redruth), R. Watson B.A. (Redruth), C. Bawden (Redruth), Wm. Tangye Jnr. (Redruth) and P. J. Dancer (Helston)
Dr.Carlyon, being a Vice-presdent of the Association, was unanimously elected to the chair.
Minutes
The Secretary read the Minutes of the last Council Meeting held at Truro and these were passed and signed by the Chairman.
Arising out of the minutes it was proposed by Mr. C. Bawden and seconded by Captain Hooper that the Secretary if necessary should remind the St. Mawes Club that their affiliation subscription for the year is due. Carried.
Finance
The balance sheet to date showed an income of £14, and a deficiency of £1.
The Hon. Sec. wished to give a donation of four guineas to the funds of the Association in order that the balance may appear on the right side, but it was proposed by Mr. C. Bawden and seconded by Captain Hooper
  • "That whilst we thank Mr. Dancer for his kind offer of four guineas to the funds of the Association this Council do not see their way clear to accept the same."
Carried unanimously.
Matches
Resolved:-
  • "That the Secretary be asked to write to the Devon Secretary, suggesting Friday January 23rd 1903 as a convenient day for the return match betweenDevon and Cornwall."
Carried.
Proposed by Captain J. Angove and seconded by Captain Hooper:-
  • "That the Secretary be requested to write Somerset and failing them Gloucester to try to arrange a match by correspondence. That he will suggest to the secretaries that two games be carried on simultaneously and the details be left to the secretaries to be brought up at a future meeting."
After some discussion this was carried.
League Competition
Proposed by Dr. Butlin and seconded by Mr. R. H. Watson B.A.
  • "That a Cornwall Chess League be established and that matches start Dec. 1st 1902 and conclude April 30th 1903."
Carried unanimously.
Resolved:-
  • "That the details connected with the Chess League be left in the hands of the secretaries."
Carried.
League Trophy
Proposed by Captain Angove and seconded by Mr. R. H. Watson B.A.:-
  • "That a trophy be obtained by the Association to be played for annually among the Affiliated Clubs and to be held by the winning club for one year, and that any club winning the trophy for three consecutive years wins it outright"
Carried.
It was further suggested that the secretaries be asked to seek subscriptions from affiliated clubs ad private individuals towards the trophy.
Considerable discussion then took place as to the kind of trophy that ought to be purchased, the Secretary pointing out that Mr. C. D. Gilbert of Truro had already given the Associaton two guineas towards a special prize fund.
Pictures and diagrams of various trophies - mounted silver rooks, cigar cases, county chess clocks, etc., etc., - were then submitted to the Council, but nothing nothing definite being decided upon, the matter was left in the hands of the County Secretary to make further enquiries.
Any Other Business
Resolved:-
  • "That assistant secretaries be elected annually for the east and west of Cornwall to work under the direction of the General Secretary."
Carried unanimously.
Proposed by Mr Bawden and seconded by Captain Hooper:-
  • "That a hearty vote of thanks be accorded Mr. Dancer for his services."
Carried unanimously.
Proposed by Mr Dancer and seconded by Dr. Butlin:-
  • "That the thanks of the Association be accorded the Chairman, not only for presiding at that meeting but also for all his passed services."
Carried unanimously.
Dr. Carlyon in thanking the Council for this unanimous appreciation explained that it would be his last attendance at a Council Meeting, as owing to the illness of his little daughter, he was compelled to seek the warmer climate of South Africa.
The members of the Council then engaged in chess-playing with the various members of the Redruth Club.
